While researching New Years Eve party ideas, I saw this I pretty snowflake project on Oh Happy Day. I knew the idea would work with light editing.
I used sparkle foam sheets with an adhesive backing and a circle punch. I punched out as many circles as possible, stuck the circles together on each side of the string, and voilà, instant upgraded party balloons.
